The City Council of Sitges launches the public consultation prior to the timely modification of the Municipal Urban Planning Plan of Sitges in the area of the Bombers Park, Alba Alba, the Atmetllers.
a) Problems that are tried to solve with the initiative
POUM's proposal for timely modification has a double objective. On the one hand, it is proposed to reduce the buildable ceiling in the facilities plot of the Mas Alba Ponent estate, given that its topographic features make it much more difficult to implement. On the other hand, it is proposed to increase the buildable roof of the area of Els Ametllers, to expand the building of the fire brigade and adapt it to the current functional functional needs.
b) Necessity and opportunity for its approval
The reason for the POUM timely modification initiative and its opportunity and convenience in relation to the concurrent public and private interests, as established in article 97.1 of the TRLU, is justified and justified.
Regarding the part of the area of Mas Alba Ponent, it has already been mentioned that the execution of the roof provided for in the current planning (4,914m2) presents a series of difficulties. The topography of the existing terrain with the enormous slope leaves only 3,404m2 in the most flat area and at the level of the future access road. On the other hand, the current rock slab is not a solid foundation to be able to base the future building, and it will be necessary either to avoid building it on it, or to clear the rocks in order to be able to base it on the natural terrain. And lastly, given the characteristics of the trees and the vegetation of the existing slope, it seems logical to preserve an empty space between the building and the mass of trees so that nature can breathe and to prevent them from falling on the building if There are episodes of strong wind. Adding all these precautions, we have an area that can be occupied by the future 2,900m2 building. This would mean having to build a 1.7-storey building to be able to execute the roof of the current planning. On the other hand, the use of urban services that corresponds to key D6 is generally better suited to single-floor buildings. In conclusion, the reduction of the building ceiling of this plot contributes to the viability of the construction of the future equipment.
On the other hand, the current building of the Fire Brigade does not adapt to the requirements or the program that must be met. Half of the volume is occupied by the garage and the rest of the units colluding in less than 285m2, an insufficient surface that will have to be expanded up to 698m2 to improve the working conditions of the firefighters, to be able to segregate the spaces for men's changing rooms and women (who currently share), increase the provision of firemen and be able to provide a suitable and efficient service in all the services they provide. The current dependencies do not allow to combine efficiently a wide program, with an intense day and night activity and the constant movement of firefighters.
It should be taken into account that the Sitges Fire Station is the second largest volunteer fire station in Catalonia, and as a result, it is necessary to update it and comply with the current functional requirements that determine the technical guidelines of DGPEIS1 which, due to Its characteristics, it catalogs it as a park of type E12.
c) Objectives of the norm
The specific modification of the proposed POUM of Sitges is to reduce the building coefficient of Mas Alba Ponent to 0.53 m2 / m2, reducing the building ceiling in the plot of equipment up to 4,323m2, and compensate it increasing the construction coefficient in the area of Els Ametllers to 1.00m2st / m2 in order to increase the building's roof of the plot up to 1,478m2. The total ceiling of the set of the two plots does not vary.
