The participation of all citizen organizations working for cooperation, solidarity and a culture of peace must make it possible for the dynamics in relation to these three axes to be extended to all citizens.
So, we believe that the time has come for the City Council to set up an advisory body where the various opinions surrounding the world of cooperation, solidarity and a culture of peace can be expressed. A body where the voices involved can be heard, with the aim of studying, evaluating and proposing the relevant actions so that these resources go where they are most needed, and also decide actions to raise public awareness and stimulate and coordinate activities in the municipalities.
The functions of the Cooperation, Peace and Solidarity Council are:
a) To act as a consultative and advisory body of Sitges City Council in matters of Cooperation, Peace and Solidarity.
b) To submit to the competent bodies of the City Council the agreements, reports, proposals and studies that it draws up in this matter.
c) Participate in the monitoring, control, supervision and evaluation of the effectiveness with which the resources assigned to each purpose have been used.
d) To promote the participation of citizen entities both in campaigns and actions of solidarity and culture of peace, as well as for the contribution of economic funds and other resources destined to development cooperation projects.
e) Prepare an annual report of all actions and projects developed at the local level in relation to cooperation, peace and solidarity.
f) To dynamize and coordinate the activities in the town and to foment channels of collaboration between the same organizations and / or associations of the town, as well as with the municipal administration.
g) To make the population aware of the importance of participation in activities for cooperation, peace and solidarity.
The Municipal Council for Cooperation, Peace and Solidarity is structured by the following governing bodies: President, Vice-President and Plenary.
The President: The Mayor, by means of a Decree, may appoint or remove the councilor who is to hold the presidency.
Functions of the president:
a) To convene, chair, suspend and adjourn the sessions, moderate the debates and resolve the draws with a casting vote.
b) To act as spokesperson for the Cooperation, Peace and Solidarity Council.
c) Set the agenda.
d) Ensuring the execution of the agreements that have been reached.
e) To authorize the attendance to the Plenary and to the work commissions of people of recognized value or specific knowledge, when the treatment of a concrete subject makes it advisable. These people will have a voice but no vote.
f) To transmit the reports and the proposals of the Council to the rest of the municipal organs.
g) Decide on the creation, objectives and purposes of the Working Committees in accordance with the Plenary.
The Vice President:
1. He will be appointed by the Mayor.
2. It will be the functions of the Vice-President to replace the President, with all his rights and duties.
The Secretary: He will be the Secretary of the municipal Corporation, which will be able to delegate in an official of the Corporation. His functions are:
1. Attend with a voice but without a vote.
2. To extend the minutes of the meetings to keep the documentation of the Council.
3. To certify agreement with the approval of the President.
4. Ensure that documentation submissions arrive in a timely manner.
5. To convene the Council by order of the President.
PLENARY
The Council of Cooperation, Peace and Solidarity will have as its sole decision-making body the Plenary of the Council.
The Plenary will be made up of all its members, under the chairmanship of the Mayor or councilor to whom he delegates. The position of member of the Board will not be remunerated.
The functions of the Plenary are:
1. To be consulted and to debate on the municipal action in the area of the policy of municipal solidarity.
2. To approve the annual report prepared by the secretary.
3. Request information and documentation on any matter or intervention that affects the field of action of the Council.
4. To submit reports and proposals to the Town Council on issues related to its powers.
5. Prepare all plans, actions and reports requested by the City Council.
6. To report on the incorporations, with voice and without vote, of individuals and who have submitted their application for incorporation into the Council by the general register of the City Council.
7. To give an account of the incorporation with voice and without vote, of the representatives of those entities of the town, which in their statutes do not have like objectives the solidarity, the cooperation and the culture of peace and that have presented / displayed the its application for incorporation into the Council by the general register of the City Council.
The Cooperation, Peace and Solidarity Council will be made up of the following members:
1. The Mayor, who will be the president.
2. The Councilor for Cooperation, Peace and Solidarity, to whom the Mayor may delegate the presidency.
3. The Councilor for Immigration Policy
4. The Councilor for Social Welfare and Health, and European Integration
5. The Councilor for Education.
6. The head of the People Services Department.
7. A representative of the Catalan Fund for Development Cooperation.
8. A representative of each entity in the municipality of Sitges whose statutory objectives include cooperation, the culture of peace and solidarity, who will be appointed by themselves, and who may be revoked if he deems it appropriate. His appointment must be submitted in writing to the Department related to the affairs of the Board.
